Becoming a Foster Parent

 
 
1)  Licensing Requirments

~  Live in Winona County
~  Be at least 21 years of age
~  Have appropriate sleeping space in the home
~  Complete all required paperwork including an application for foster care
~  Provide the County with three personal references
~  Allow Winona County to conduct a home inspection
~  Complete and pass a Department of Human Services background check on all household members who
    are 13 years of age and older
~  Participate in a home study that includes interview with all household members
~  Abide by a "no corporal punishment" rule
~  Be available to transport children to visitations and medical appointments
~  Complete initial trainings
~  Attend 12 hours of annual training

3)  Initial Trainings:

     a.  Children's Mental Health
          ~  Watch the Children's Mental Health video
          ~  Follow along with the Children's Mental Health power point
          ~  Complete the Children's Mental Health post-test and provide it to your Child Foster Care Licensor
     b.  Normalcy and Reasonable and Prudent Parent Standard Training
          ~  Watch the Normalcy and Reasonable and Prudent Parent Standard Training Video
          ~  Complete the Normalcy and Reasonable and Prudent Parent Standard Post Test and submit it to your
              Child Foster Care Licensor
     c.  Car Seat Training
          ~  Training required if providing care for children 8 years of age or under and must be completed every
              5 years 
              (due to COVID-19 the in-person training is currently unavailable.  Please complete the following online videos on
                 the Federal National Highway Traffic Safety Administration website instead.  You may still be required to
                 complete the in-person C.A.R.S. Training once they resume)

           ~  Watch the How to Choose the Right Seat video
           ~  Watch the Car Seat Installation Instruction videos for each type of car seat
           ~  Complete the Self-Study Questionnaire and submit it to your Child Foster Care Licensor

                  i.  In-Person Training
                      ~  There is a cost associated with this training = $30 per person

    d.  Sudden Unexpected Infant Death Syndrome (SUIDS) & Abusive Head Trauma (AHT)
         ~  Training is required if providing care to children 5 years of age or under and must be completed
              every 5 years

         ~  Watch the SUIDS video produced by Dakota County (6:28)

         ~  Complete the Verification Form and submit it to your Child Foster Care Licensor
