What is One Watershed, One Plan (1W1P)?

One Watershed One Plan (1W1P) is a program through the Board of Water and Soil Resources that supports partnerships of local governments in developing prioritized, targeted, and measurable implementation plans. These plans are called comprehensive watershed management plans and will align local priorities and citizen input with state strategies.

What 1W1P Means Locally

In the Mississippi River Winona La Crescent Watershed, 1W1P brings together local partners to develop the watershed plan. The Partnership includes:

  • Four counties - Houston, Olmsted, Wabasha, and Winona
  • Four SWCDs - Olmsted, Root River, Wabasha County, and Winona County
  • Stockton-Rollingstone-Minnesota City Watershed District
  • The City of Winona

Together these Partners plan to develop one cohesive, comprehensive, and implementation-focused water planning document. Each Partner has representation on a Policy Committee. The Policy Committee is the decision-making entity for the content of the developed comprehensive water plan.
