Mission

Winona County Economic Development Authority (EDA) Mission Statement is to build a strong, diversified and sustainable economy as means to improve the quality of life of County residents. The EDA promotes the use of innovative strategies ensuring the sound stewardship of natural resources by entrepreneurs, businesses, agriculture, and rural communities.

Economic Development Authority (EDA) Revolving Loan Fund

The Winona County Revolving Loan Fund (RLF) was capitalized by a Grant from the State of Minnesota Department of Employment and Economic Development Minnesota Investment Fund in 2007. The grant provided low-interest loans for businesses recovering from the floods of 2007 and repayments are available for loans to businesses throughout Winona County.

Revolving Loan Fund Brochure

                            WINONA COUNTY HOUSING STUDY 

Winona County in partnership with the cities of Winona, Goodview, Lewiston, and St. Charles sought proposals from qualified consultants to lead a planning process for the development of a comprehensive Winona County Housing Study. This study will result in a report that will help inform future strategic decision-making for economic development and for the 2024 Winona County Comprehensive Plan. Proposals were accepted through January 20, 2023. HKGi has been selected by the Winona County Board to perform the work. The work has begun.
